The Project “The strengthening of security at the territory of Lithuanian-Polish border“ / SBGS-23 which is financed by Interreg VI-A Lithuania-Poland cooperation Programme has been started to implement.
The 1st of February 2024 is the date when State Border Guard Service under the Ministry of the Interior of the Republic of Lithuania together with the Partner Podlaski Border Guard Regional Unit of Maj. Gen. Henryk Minkiewicz have been started to implement the Project “The strengthening of security at the territory of Lithuanian-Polish border“ / acr. SBGS-23. The Project No LTPL00002 is co-financed by Interreg VI-A Lithuania-Poland cooperation Programme. The project is planned as a continuation of two successfully implemented projects with the same partnership under the previous INTERREG calls aimed at strengthening the cooperation and institutional capacity of the Lithuanian and Polish Border Guard Services (hereinafter referred to as the Services), which are necessary to increase the effectiveness of the Services and to reduce cross-border crime in the border region between Lithuania and Poland.
The uncontrolled flows of migrants and the management of pandemics as well as the period of real threat of war prove the need to implement concrete action in each country to ensure public security. Actions and measures may be common or different, but they have to complement each other. It is important to continue and strengthen the joint activities of the partners, to increase their interaction, also to introduce new solutions and technologies at the organisational level in order to increase the impact of the joint activity at the regional level.
The project overall objective is to enhance public safety in Lithuanian and Polish cross border area by improving management of institutional interaction and cooperation.
Particular work packages are foreseen to achieve the project's objective:
- Work Package – "Institutional interaction" with the specific objective – increasing of interaction between Border Guard Services and other institutions in the Programme area in case of geopolitical threats.
- Work Package – "Joint actions governance", with the specific objective of strengthening the capacities of LT and PL Border Guard Services to govern joint actions in case of geopolitical threats.
The target group of the project is specialists of the Lithuanian and Polish border guards. 128 participants will be jointly trained under the curriculum. Training is aimed to improve the interoperability of border guards from both countries and other statutory services in joint actions dealing with geopolitical threats in the LT-PL border area.
The project will focus on improving cooperation management and communication development in two directions, i.e. outside the partners' organisation and inside the partnership. The lack of community involvement in providing support or assistance to each other is partly based on the lack of information about the responsibilities of local authorities in managing a crisis situation as well as poor knowledge of available assistance. During the project, the research on information management in crisis situations will be carried out and the ways to improve information management will be suggested. Besides, an international conference on crisis management and security enhancement issues will be organised. The partners will also acquire the necessary modern specialised techniques and equipment to increase the effectiveness of public security. Specialists appointed by the partners will analyse joint activities and make proposals for their improvement at operational and strategic levels. A final international conference will be organised in Lithuania at the end of the project.
The duration of the project is 24 months. The project budget is EUR 999.911,12.
The project is partly financed by the European Regional Development Fund.
Rozpoczęcie realizacji Projektu „Podniesienie poziomu bezpieczeństwa w obszarze granicy litewsko-polskiej” / SBGS-23 finansowanego ze środków Programu Współpracy Interreg VI-A Litwa-Polska.
W dniu 1 lutego 2024 roku Służba Ochrony Granicy Państwowej przy Ministerstwie Spraw Wewnętrznych Republiki Litwy wraz z Podlaskim Oddział Straży Granicznej im. gen. dyw. Henryka Minkiewicza z siedzibą w Białymstoku rozpoczęła realizację Projektu nr LTPL00002 pn. „Podniesienie poziomu bezpieczeństwa w obszarze granicy litewsko-polskiej” / SBGS-23. Projekt współfinansowany
z Programu Współpracy Interreg VI-A Litwa-Polska jest kontynuacją dwóch pomyślnie wcześniej zrealizowanych projektów, w których uczestniczyli ci sami partnerzy, również w ramach programu Interreg.
Potężny kryzys migracyjny na granicy z Białorusią skierowany przeciwko Unii Europejskiej, a także potencjalne zagrożenie ze strony Federacji Rosyjskiej dowodzą potrzeby wdrożenia konkretnych działań w celu zapewnienia bezpieczeństwa publicznego. Podejmowane przez Polskę i Litwę działania i środki mogą być różne, ale muszą się wzajemnie uzupełniać. Kluczową kwestią pozostaje kontynuacja
oraz wzmacnianie wspólnych działań partnerów, zwiększanie ich współpracy, a także wprowadzanie nowych rozwiązań i technologii na poziomie organizacyjnym, w celu zwiększenia wpływu wspólnych działań na poziomie regionalnym.
Ogólnym celem projektu jest podniesienie poziomu bezpieczeństwa publicznego w obszarze granicy litewsko-polskiej poprzez wzmocnienie aktywności służb i skuteczniejsze zarządzanie współpracą.
Dla osiągnięcia celów projektu przewidziano działania w niżej wymienionych obszarach:
- „Współpraca instytucjonalna”, której celem jest zwiększenie współdziałania pomiędzy służbami granicznymi Litwy i Polski, a innymi instytucjami w obszarze objętym Programem, w przypadku zagrożeń geopolitycznych.
- „Zarządzanie wspólnymi działaniami”, którego celem jest zwiększenie zdolności i skuteczności służb granicznych Litwy i Polski do zarządzania współpracą w przypadku zagrożeń geopolitycznych.
Grupą docelową projektu są funkcjonariusze służb granicznych Litwy i Polski. Łącznie w ramach programu przeszkolonych zostanie 128 uczestników. Szkolenia mają na celu poprawę interoperacyjności służb granicznych obu krajów i innych służb we wspólnych działaniach związanych z zagrożeniami geopolitycznymi.
Naczelnym celem projektu jest poprawa zarządzania współpracą i rozwój komunikacji. W trakcie realizacji projektu przeprowadzone zostaną badania dotyczące zarządzania informacją w sytuacjach kryzysowych, a także zaproponowane zostaną sposoby jej usprawnienia. Ponadto zorganizowana zostanie międzynarodowa konferencja poświęcona problematyce zarządzania kryzysowego i wzmacniania bezpieczeństwa. Partnerzy zdobędą niezbędne nowoczesne specjalistyczne techniki i sprzęt w celu zwiększenia skuteczności bezpieczeństwa publicznego. Specjaliści wyznaczeni przez partnerów przeanalizują wspólne działania i przedstawią propozycje ich usprawnienia na poziomie operacyjnym
i strategicznym. Projekt zakończony zostanie podsumowującą międzynarodową konferencją zorganizowaną na Litwie.
